Happy 2016 to all.
2015 was over and eventful in reaching consensus and agreed SDGs and Paris climate accord. However, three out of the 20 Aichi Biodiversity Targets, whose Target date was 2015,could not be reached.
Target 10: By 2015, the multiple anthropogenic pressures on coral reefs, and other vulnerable ecosystems impacted by climate change or ocean acidification are minimized, so as to maintain their integrity and functioning.
Target 16: By 2015, the Nagoya Protocol on Access to Genetic Resources and the Fair and Equitable Sharing of Benefits Arising from their Utilization is in force and operational, consistent with national legislation.
Target 17: By 2015 each Party has developed, adopted as a policy instrument, and has commenced implementing an effective, participatory and updated national biodiversity strategy and action plan.
Target 16 -the NP entered into force on 12 October 2014, the ABS-CH became functional and at least 20 Parties to NP have put in place national legislation.
Despite heavy investments and efforts pre 2010 and post 2010, only 64 CBD Parties submitted NBSAPs ( 52 revised and 12 first time) within the stipulated date and information on the commencement of their implementation is not known. It is also not known how many of GEF eligible countries have posed project ideas emanated from the actions identified in the revised NBSAPs seeking funding from their GEF 6 STAR allocations, bilateral funding opportunities and from national budgets, to implement NBSAPs.
Let us all strive to identify and address the factors that contributed to non achievement of these targets and realistic status of other targets for which the Target date is 2020 and push for concerted efforts in a coherent manner to make on the ground implementation a reality.
