A set of guidelines on addressing poverty at the national level, in particular using a common and clear understanding of poverty and set of approaches: Identify the main causes of poverty; Design and rank policies and actions that address these causes; Specify the indicators or goals for monitoring progress; and Seek broad agreement on policies and programmes to tackle poverty.
